i am new to handguns for the most part and was wondering what exactly +P means? I understand that it is a little hotter round but what stipulations come into effect with it?

Ol` Joe+P means the pressures are higher then the SAAMI std. There are a couple of cartridges SAAMI has set a +P limit on, and others that are up to the manufactures idea of where they should be.
If you plan on shooting any of it I would be sure the pistol is rated for it and not do it at all in early handguns.

model7LSSi will be purchasing a new xd 45 and the only factory self defense loads i can find are +P are these safe to shoot?

You may need to change out the recoil spring to match the cartridge.
