Does anyone go below minimum length that is printed in load manuals? I am fairly new to reloading and was wondering if any one does this and if so what are the risks? Thanks

YES. I go under and over the book suggestions and have for 40+ years.

In fact, the books didn't even bother with COL figures until recently and I wish they had't started. I've never seen anything else cause so much confusion and uncertainty.

Load the way you want and adjust the charge accordingly.
