IMR lists 25.0 gr as maximum for 3031 and the 55 gr Hornady SX, so perhaps increasing the powder charge might improve your groups. I would try 23.0, then 24.0 and then 25.0 providing you don't get any high pressure signs. Whichever load shows the most potential could then be worked with some more, varying seating depth, try different primers, etc. I really don't know of too many people who list 3031 as their optimum powder for .223 Remington. AS for 4350, forget about it for the .223. It is way too slow for effective use in such a small case and light bullet. Unless you want really low velocity loads and lots of unburned powder in your barrel. Save the 4350 for cases starting with 22-250 and going on up through the .243, .270 30-06 and magnums. I had best results with Accurate Arms 2015-BR a few years ago when I shot a lot of .223 ammo in a bolt action Savage with 1 in 12" twist. My favorite bullet was the Nosler 50 gr Ballistic Tip. Other highly recommended powders are H-335, H-322, BL-C2 and Reloder 10 and 15 Good Luck!

My best results were with X-Terminator From 22.7 grains to 25.3 grains and Remington 7-1/2 primer. I found that IMR-4350 From 25.0 grains to 26.0 grains Remington 7-1/2 Primer was not too impressive, and IMR-3031 From 20.5 grains to 26.0 grains with Remington 7-1/2 Primer was little better.
