Mark. I'm a bit of an old geezer, but I ain't old enough to know the answer to that one. However, one load that has been popular for years is 30.0 gr. of IMR-3031. With the slight change in burning rate, it's a bit faster now, but it was always a safe load as long as I can remember. The current Hornady manual shows 28.5 gr. of 3031 as a max load now. I like W-748 now, because it meters nicely though my powder measure.

I was thinking about the 30-30 and how it was 30 caliber and had 30 grains of smokeless powder. Does anyone know what this powder was, and what nowadays might have a similar burn rate?

I don't know what powder they used in 1895 when the .30-30 came out, but it likely wasn't too far from 3031's burning rate. They didn't have progressive burning powders back then, of course.
