I have a ton of RWS and Norma 308 brass.

It needs to be 6.5 CM.

What is the correct procedure for doing this?

If it is once fired brass I would anneal, then rough trim. size down in 6.5 CM die using Imperial sizing die wax to just chamber with a little force, load and fire form, then do a final trim.
You must realize you arm blowing out the sides of the case when fireforming which will shorten the case so the case should be left a bit long with the first trimming.

P.S. To fire form use app. 13 gr. Bullseye, cover powder with Cream of Wheat or cornmeal and cap with toilet tissue. Point muzzle up and fire.

I wouldn't waste a primer on fire forming. The 6.5 shoulder is only .006 larger than a 308 at the same place.
