IMR-3031 From 39.9 grains to 44.7 grains
Remington 9-1/2 Primer

but I would try:

W-748 From 40.6 grains to 49.0 grains
Remington 9-1/2 Primer

Don't have the gun any more, but I got decent groups with 46 grains of Varget and the 200 grain Speer. Barrel had a very long throat and the bullets were seated as far out as I could put them. Military 98 with a well used barrel, still shot 1.25" at 100 yds.

A slower powder would be more appropriate to this combination, giving you more velocity and less pressure. IMR 4320 and IMR 4350 should be in the proper range.
