Should I anneal before necking up the brass or after?

If it is virgin brass, then no need as it comes from the factory already annealed. However, anytime you modify cases other than their intended size, it is always a good idea to anneal after the first couple of firings, IMO. Ted Kennedy's car has killed more people than my guns

You want to do it before you work the brass. If the brass work hardens do it again. Good Luck!
