I was tempted to tie the wife's cat to the deck rail out our bedroom door last night though...would that constitute baiting?

I also have the problem of trajectory, close neighbors, and no fence (canal for a back yard). I wonder how the spear on my 36" ABBiller would work? I've never tried it above water...always heard spearguns and out of water firings were big no-no's.
