I must say never heard of that METE.
Heat treating is done by putting bullets in the oven for 30-60 minutes at 400-425 degrees then dropping them in water to quench,thus hardening them.

There are various hardening mechanisms in metals one of which is precipitation hardening. In this type when the suitable alloy is heated to the correct temperature precipitation occurs thus hardening the metal.Thus - harder bullets.

My friend's brother hardens cast bullets in the oven of his kitchen range!!??

I thought hardness was determined by composition, eg. antimony content.

Can someone clear this up for me?
