Does each tic mark (Mil-Dot) represent one mill at only ONE power setting or at ALL power settings? Or, as I suspect, are scopes different in this feature? Thanks.

If you have a FFP scope then it doesn't matter what the power setting is.

If you have a 2nd focal plane scope, then it does and the scope will come with instructions on what power is valid.
