Problem mounting scope on AR-15

I gave my brother an AR-15 upper put together from various parts as his first rifle. It shoots ok with sights, but he bought a Leupold 3x9-40 scope and warne rings along with a carry handle mount.

The problem is that when the scope is mounted, it is way out of alignment, 12 inches at 50 feet. He says there is nothing wrong with the mount and rings, the scope is not bent and the adjustment knobs are in the middle.

I am thinking that maybe the carry handle or receiver is bent. The barrel is tight.

Any suggestions? Thanks.

Fixed it. It seems the rings were a bit off. The alignment was fixed by turning one of the rings around.

Not sure what you mean when you say the scope adj. knobs/drums are in the middle??
Quick way to zero the rifle/upper is to remove upper, bolt carrier, charging handle and place upper on rest and bore sight to a target some 50-100yds away. Use target you can readily see with naked eye and adjust scope till it lines up with the target as it does when looking down the bore. You should at least be on paper at that time. You will have to most likely adjust the scope's elevation/windage to line up with the picture you see in the bore itself. By mounting the scope on the carry handle by itself and not "zeroing" will put you off target for that mechanical mounting system is not designed to be "spot" on without zeroing.
If you meant "in the middle" by meaning that you determined how many clicks total travel of both elevation and windage and then returning to half of that, then that would mean the scope is centered, but not zeroed to your rifle. Hope this helps some.

I meant that the windage and elevation knobs were adjusted to the center positions, not for the target. My brother tried to bore sight the rifle but ran out of windage adjustment as the scope was pointing way too far to the left when mounted.

He fixed this by turning around one of the rings to hold the scope straighter on the carry handle sight.
