Has anyone used these adapters?

Are they flat across the bottom?

I need to raise the scope height about .200" to clear a 56 mm bell, and need to reduce the long eye relief on a Ruger 77, 7mag rifle.

I've never used them, but if your M77 receiver is flat, these bases would have to be flat.
