The table that projects Elephant Hunting Quotas, Actual Offtakes, and Elephant Trophy Fee Revenue on page 3 shows that in Zim, 169 elephants were hunted in 2014 generating $3.486m in trophy fees. In 2015 however, almost 100 more elephants were hunted but the revenue from trophy fees was less than half the previous year?

What caused this dramatic reduction in trophy fee revenue?

Could it be the April 4, 2014 USFW decision?

Many of us had hunts booked in 2014. Some prior to the cut off date, I for one took two bulls prior to that date. Others of us felt it unfair to make the outfitters bare the brunt and paid full fare for the hunt even though no trophy could be imported into the USA. Offhand, I remember Marty and others fell in this category.

In 2015, American's pulled back on elephant hunting even though prices were plummeting. Campfire areas still had elephants raiding crops. Outfitters were having to take quota themselves just to keep the RDC's happy. Also, bulls were offered/added to buff/pg hunts for 2-5k since they couldn't be exported. Outfitters needed to generate revenue, so took more animals to try to replace the some of the lost income.

I don't know if this is the entire reason, but it probably applies to a large percent of the elephant/trophy fee disparity.
