Exactly!
It is a tourniquet and #15 scalpel blade. But...it is probably from one of those old snake bite kits that looked like a big rubber capsule.

L. David KeithProbably the worse snake bite kit ever developed. Tourniquet and a scapel mixed with snake venom = bad things...real bad.
