This is nothing new; it's been a part of the Defense Act since forever. What folks have to understand about "law enforcement" in Zimbabwe is that the law is whatever the beetle-browed, knuckle-dragging "peace officer" in a uniform three sizes too big says it it. Aty the time and on the spot. There is no consistency in which laws will be enforced at any given times. On Monday the traffic "police" may be looking for cracked windscreens and on Wednesday fire extinguishers. If you get stopped on Wednesday with a cracked windscreen it won't make any difference. So yeah, why take a chance?
