Sources within the Zambian government say the authorities will announce a ban on game hunting in preference for the Kenyan model of Photographic Tourism which the same sources contend rake in more revenue. Kenya’s tourism industry grew exponentially when that country banned hunting.
The Zambian government has been embroiled with unending legal battles in the courts of law over hunting concessions, with local hunting companies mainly owned by a cartel to 2 families originally from Nyimba who bring in big game hunters from overseas. About 90% of revenues from Hunting Safaris are externalized.
"The government is committed to the conservation of wildlife and it's natural habitat and they view hunting as a very negative practice that destroys the fauna and flaura, as most hunters burn down forests to bare the terrain.
The Kenyan model of Photographic Tourism is the best option and is not only a reliable vehicle for conservation of the wildlife and wilderness, but brings in more revenue", said the sources.
The sources further explained that the Zambian commercial hunting is currently being controlled and dominated by two Zambian families who have persistently used courts to apparently slowdown the reorganisation and reformation of the hunting processes, which they fear will hurt their interests.

I believe this is fake news. It has been circulated here in Zambia over the last few days but seems to have no substance to it.
