I have read that in Zim only PH's may shoot PAC elephants and not clients. Yet recent (2011) hunt reports and online videos have documented overseas client shooting PAC Elephants. In both of the recent instances the clients have been in the camp of or accompanied by reputable Zim PH's of long standing who have very public profiles in the industry. Is there something i am missing here, a loop hole? Please for once and for all can someone clear up this issue. I find it hard to believe that these outfitters would flaunt the law so openly so i must be missing something. | ||

PAC is only conducted by Zimbabwe citizens/residents however in certain cases, the appropriate authority can issue a ' management/ control ' permit for one of many reasons: * Independence celebrations * Hunting down a particular elephant that has destroyed home or property or killed someone * For humane reasons ( wounded elephant ) Appropriate authority can be: * Private landowners * National parks * Council offices * Forestry commission These PAC hunts are not marketed as no one can determine when there is actual PAC, so most are shot by PH's and their clients whilst on a safari for other species and are accompanying their respective council/ government scout on the said problem.
