I just looked at the export quota for leopard for C.A.R. It is 40 "trophies and skins". I was told by a safari operator in CAR that these cannot be imported into the US. What is the protocol here? Must USFWS bless the CITES quotas? I'm confused, somebody who know??? Brett

I'm not an expert on the US F&WS but if it's of any use, they are the reason that Mozambican ivory can't be imported into the USA. Mozambique has a CITES quota and is willing to issue it to US hunters but USF&WS say that they don't consider the country has a properly organised Elephant licencing/control system in place and therefore refuse to issue their import licence for Mozambican ivory. If they can do it with ivory, I see no reason why they can't do it with CAR leopards. The only way to be sure is to ask USF&WS - but don't expect a quick reply.......

Thanks Steve, I'll give it a try just for "fun". Best regards; Brett
