I am booked to hunt next year in Tanzania and have heard some stories of Blocks changing hands. Does anyone know more about this.

I think you'll need to provide some more info than you have. Who are you hunting with and which blocks are you concerned about? The management of blocks can often change hands. That is not a necessarily bad thing and it could be very good.
