ACTION ALERT #1–
AB 96 (Ivory and Rhinoceros Horn)
AB 96 (Atkins) Animal parts and products: importation or sale of ivory and rhinoceros horn passed out of the Senate Appropriations Committee today, August 27, 2016, and will go to the Senate Floor. SCI has written a letter in opposition of this bill. It could be heard as early as next Tuesday, September 1st.

AB 96, if passed, would delete the exemption provided by current law allowing the possession with intent to sell, or sale of, ivory from any elephant and other specified ivory bearing species, including mastodon, walrus, and warthog, rhinoceros horn, or other body parts from these species that were legally obtained before June 1, 1977, or the possession with intent to sell or the sale of any such item on or after June 1, 1977, if the item was imported before January 1, 1977. The bill would completely ban the sale of any item made with ivory or rhinoceros horn, except antiques that can be documented to be at least 100 years old and which have less than five percent by volume of ivory or rhinoceros horn, and musical instruments manufactured before 1975 that have less than twenty percent by volume of ivory or rhinoceros horn.

If this bill passes the Senate, it will go back to the Assembly for concurrence with Senate amendments. PLEASE CONTACT YOUR SENATOR AND ASSEMBLY MEMBER NOW! SB 347 (Firearms: prohibited persons)
SB 347 (Jackson) Firearms: prohibited persons passed out of the Assembly Appropriations Committee today, August 27, 2015 and will go to the Assembly Floor. It could be heard as early as next Tuesday, September 1st. SCI California Chapters have written a letter in opposition of this bill. Although the amendments have narrowed some of the categories, we still oppose the bill because it would not change provisions opposed by SCI and it would serve as a precedent for adding additional non-violent misdemeanors that could cause California citizens the loss of lawful firearms. SB 347, if passed, would add to the list of misdemeanors, the conviction for which is subject to the prohibition on possessing a firearm within 10 years of a conviction, misdemeanor offenses of violating the 10-year prohibition on possessing a firearm specified above and petty theft of a firearm, and convictions on or after January 1, 2016, for the misdemeanor offenses of transferring a handgun without a firearms license, selling or giving possession of ammunition to a minor, selling handgun ammunition to a person under 21 years of age, possession of ammunition by a person prohibited from possessing a firearm, furnishing ammunition to a person prohibited from possessing ammunition, carrying ammunition onto school grounds, receiving stolen property consisting of a firearm, carrying a loaded or concealed weapon if the person has been previously convicted of a crime against a person or property, or of a narcotics or dangerous drug violation, or if the firearm is not registered.
