I'm sure you would want to get your website up as quickly as possible but I would try and have the developer avoid having link to "page is under developement".

That may seem like a good idea to them while they are writing the code for the new pages but I have seen websites that the developer runs out of gas or maybe the client runs out of money and the site is up for years with "page under developement" in links.

This does not present an organized appearance for a company.
