I looked at the reference you had stated. I think intent was defining management animals. They do state later on "This is not a trophy hunt. Elephants must either be tuskless or under 35 lbs." Cheap hunt if one is just wanting the experience of trying to fell a jumbo. They also offer buff hunts.

I'm curious about these guys as well, since I'm interested in a magm't. elephant hunt for 2012.
