Wildlife conservation officer facing permit fraud charges

A wildlife conservation officer was yesterday charged with four counts, including using misleading documents to illegally obtain a hunting permit and causing pecuniary loses to the government.

Richard Nchasi, from the Natural Resources and Tourism ministry, yesterday appeared before the District Court in Dar es Salaam where prosecution, led by State Attorney Leonard Swai from the Prevention and Combating of Corruption Bureau (PCCB), claimed that the accused committed the offence in September 2008 at the office of the ministry within Ilala District in Dar es Salaam.

The prosecution alleged before Resident Magistrate Juma Hassani that the accused, with intent to deceive his principal, fraudulently prepared government bills numbered 01235414, 01235410 and 01235415 of August 1, 2008 and February 21, 2008.

The court was told that the accused prepared the bills purporting to show that Safari Club (T) Ltd was supposed to pay US dollars 17,995 as hunting fees in Kilwa South Mbemkulu area, while he knew that this was false.

The prosecution also alleged that because of his negligence, the accused, being an employee of the ministry, caused a loss of US dollars 1860 (equal to 2, 976,000/-) to the ministry.

The accused pleaded not guilty to the charges and was remanded in custody until August 25 this year after failing to meet bail conditions.

The court ordered the accused to sign a bond of 10m/- and secure two reliable sureties to sign a bond of the same amount along with producing to the court a title deed of an immovable property worth Sh15 million as bail conditions.
According to the prosecution, investigations into the case are complete and it will come up for preliminary hearing on August 25, this year.

To go back to 2008 for paperwork errors is troubling. just, Watching the paperwork being filled out in Tanzania did not leave me with a warm and fuzzy feeling.

Looking for carbon paper, then looking for a pen to use in filling out the forms. Then to find a place to fill the paper work out, and obtain your signature. having a difficult time reading the information. Plus Not putting the correct date on the paperwork, being off 1 to 2 days. And bring that to there attention did not help. Be quite and speak when spoken to, just answer the questions you are asked.
