LionHunterHaving hunted, booked and escorted clients into Mozambique on multiple occasions, I can attest that making initial judgments on anything having to do with the government administration of hunting in that country can be a slippery slope.
It is, however, one of the two best opportunities for real safari available in Africa today.
As to the issue of "seeing" the tags for animals on levy, that is often simply unlikely, if not impossible. You must count on your PH and outfitter to be honest and ethical as regards the paperwork. I have sometimes received authorization for an animal not originally on quota via radio while on safari in different countries. There was no paper tag to "see" in the bush.
