I might be wrong, but I'd bet a fare sum that the picture is taken in Niger, and the trucks are en-route to Libya. We saw several like this in that area. They take the so-called "Tobacco smugglers route" via the Djado Platau north of Bilma, with workers going going to north to Libya, and merchandice going south to nabouring countrys.

Ps. notice the Michelin XS sand tyres which can be deflated to around 8 PSI in deep sand. which is far lower than a normal tyre.
