Understanding CITES regulations

I've recently spent some time trying to review a lot of these CITES regulations as they pertain to African game species... for the life of me I can't seem to understand the logic in exactly how certain classifications (regs) are defined on certain animals, I mean what criterior is used for analysis? I spent a good two hours on their web site and still had no clear understanding of how the GAP analysis is performed, if anything it came off much more ad-hoc to me than scientific.
Do they make these decisions by committee or by a member country reccomendation??
