I'm not sure of the validity of the US Government offsetting the satellites again. We used to utilize an encryption key so that only the military units were accurate. However, since the USG turned off the encryption; the use of GPS for safety of life has increased and I don't think it is possible now to alter them. Everyone uses GPS, maritime navigation, air navigation, fire departments, police departments, disaster and rescue teams, etc..

Ivan, I've been told that my GPS will convert from ARC1950 to WGS84 reliably, but forgot to test it this year in SA. I will endeavor to remember in January when I spend the new year in Sudwana.

The problem I run into is attempting conversion of coordinates emailed to me. For correct conversion I need to know the spheroid (i.e. Clarke 1880), the Datum (i.e. ARC1950) and the projection (i.e. UTM). Unfortunately there are 33 different spheroids, 264 datums and seven projections that have been used/are used. Just within ARC1950, there are ten different datums.
