I am cartridge collector from skandinavia. I will go to Pretoria South-Africa end of this year. What kind of permissions I will need there to buy cartridges? Does anybody know best gun stores on there?

Cartridges could be a bit tricky. Dummies are easier but maybe not the right stuff!

Ken Stewart is the best source in South Africa for odd and large bore cartridges -but he lives 300 km north of Pretoria in Pietersburg or as it is called now adays "Polokwane"

The problem is that you may only buy ammo you have a license for in South Africa, meaning if you bring a 9,3 into the country then you may buy 9,3 ammo for it because you have a temporary license for it. Some gun shops may just sell it to you anyway, but once they figure out you are not a local, they may not, as it is much trouble for them under the new gun laws there.
