Cigars were included in the boxes we called accessory packs during the VietNam war.They were usually only issued to actual combat troops.Troops in rear areas would not normally see them.The boxes were flown out to units staying in the field for extended periods.The men took what they wanted and destroyed the rest.It was fairly common for a man to throw away a carton of cigarettes when they started moving again after a resupply.Every bit of weight mattered.
We had cigarettes in C rations until at least 1967-1977.Usually brands you'd never find in the PX or Commissary.
