Good source for info on starting a foreign-owned business in Uruguay

Punta de Este in particular... If we can pull it off, we've been kicking around the idea of building some stores abroad - could anyone direct me to a good website?

I would prefer to read it in English, but I might be able to get by in Spanish.

I haven't lived in Uruguay -- we're in the ice cream business.
