BrentDoes it matter? In other words, are you planning to put something into either of them that might be marginal? Strength can be way overrated in as much as many people worry about which action is stronger only to shoot cartridges well within the limits of either gun. I shoot both Ballards and Highwalls. Strength is a nonissue in either one since I'm not loading 7 mm Rem Mags or .338s or whatever.
If you are thinking about marginal cartridges, then there are things almost more important than just the action. Things like gas venting and firing pin issues for example.

<Savage 99>The old Win High Walls are far stronger than the Ballard design. There is little question about that.

scratchy wilsonI guess I was thinking more along the lines of an accidental overcharge or case failure. For good or ill, I'm not very recoil tolerant so I doubt I'd be pushing any loads to full throttle.

BrentHey scratch, both have issues if you overload cases, but heck, if you stick to black powder, you CANNOT overload the case. Impossible.
