Can a 38-55 be built on any of the stevens model singles the 44 or favorite ect? Anyone have an action or rifle they arent using. Got an p17 action or sone 470 capstick dies and brass I would trade off.

Almost certainly not the Favorite. And the 44 is not especially strong. It will shoot loose eventually - or sooner. The 44.5 action is considerably stronger and even though the .38-55 isn't a powerhouse, you will be unhappy in the long run on a 44 from what I've learned about these actions.
