A couple more differences...
The #3 has a straight instead of pistol grip. They also have good, fully adjustable triggers. And, I believe they are in general more accurate than #1's because they do not have the quarter rib that heats up and distorts the barrel.
The Ruger single shots are great firearms (I have a #3 and a #1) and love them both.

I have a number 3 in 223 remington with a 4x16 scope on it...this baby will put even milsurp ammo into less than an inch at 100. It has a great trigger, and is my favorite walking varmit rifle. I like the number 3's very much.

I just picked up a 1V in 22-250.
I remember years ago at a gun show holding a #3 but do not remember the details and was just curious
