Excuse me I spoke too soon...It is covered under the Custom Metal Working chapter in Gunsmithing.

meplatDunlap did a series of two articles in the old Rifle Magazine of the Dave Wolfe era. Together they are more detailed and more contemporary than his Gunsmithing discussion.
The donor action for those articles was a Pre-64 Model 70. IIRC, Dunlap said it was "worn out" (!) from long use on one of his highpower match rifles. Just exactly what about it was worn out was never explained. Sure turned out well, though.
No doubt someone here has complete collections of both Rifle and Handloader, and can pinpoit the articles.
I too have Roy's book and learned about action shortening from it years ago.
A friend of mine, a gunsmith, used the techniques from the book to shorten a 98 action which he built up into a 22-250.
