What date stipulates Pre war from post war in guns?

Full civilian production resumed in 1946, and Wartime civilian production of guns was limited, although not entirely zero.
So I put them into three categories; Pre war (1941), wartime, and post war, late, or after 1945.

I've run into a few prewar receiver and post war bolts...would this be the "wartime" I thought it was just using up parts

Well, lots of pre war Mauser actions and the rest are modern products on a some fine custom rifles, so is that a pre war gun or post war..not to mention the wood is from a 500 year old tree in some cases??

Seriously?
It is not factory original any more so it is what you said it was; a pre war action, built up with post war components.
The age of the trees are not germane to anything.
I can tell you have nothing constructive to do; must be between hunting seasons.
