Snipershide.com, longrangehunting.com, 6mmbr.com are all god sites for longrange shooting and hunting.
The most costly thing in your package, will be the optics. For long range shooting you need a dependable optic with repetable target turrets. The best are Schmidt & Bender PM II, 3-12x50, 4-15x50 or 5-25x56. Any of these are close to $2500-3000. US-optics and Nightforce are a close but S&B are better ( after alot of reading on differnt forums )
For hunting close to 1000 yards, I would prefer the 5-25x56. With just target shooting 3-12x50 would be my choice.
If, you are just shooting to a 1000 yards, build a 308, bedded into a McMillan stock with a heavy barrel with flutes cut to 20". Shoot 175 Sierra Matchkings. You wont compete with the larger/faster calibers, but you will get to 1000 yards pretty easy. Shooting offhand to 2-300 yards are easy with this package.
Hunting close to a 1000 yards are different. A 300 Win-mag or my favorit 338 Lapua Magnum. The rifle will be heavy, but thats the downside hunting long range..
If you read the entire thread you would see that he was asking about a half minute sporter rifle. Not a heavy barreled LR hunting rifle. I can build him a half minute rifle(or quarter minute for that matter), but not in a lightweight hunting configuration. I could even build him a lightweight hunting rifle that shoots half minute...some of the time. Consistently shooting half minute groups takes a stout and heavy rifle, and a qualified shooter. BTW, I wouldn't guarantee that another shooter would be able to shoot to any accuracy level. I would only be willing to guarantee that I could shoot the rifle in question to a certain accuracy level.
As to the optics being the most expensive part of the equation, not necessarily. One doesn't NEED a $2500 scope to hunt at long range.

butchlambertPointblank has been around the block more than one time. Listen to him. If I wanted good optics, I would buy the March 10x60x52. It is the scope that S&B wish they could duplicate.

NortmanThe March Scope is fairly new optic. I know there have been alot of Ooohs and aaahs about it..
it does however only have a 5 year Warranty.
And of course you dont need a $2500 scope..
Now, the problem with having a rifle for competion, you need a heavy barreld rifle. After 5-10 shots the barrel will start to heat up and you´ll get flyers. So a lightweight barrel is not your best option here..

Also, for around 3000 dollars, what kind of accuracy should be expected? I mean, I have factory guns that shoot 1/2" groups at 100. I would hope that a high dollar custom rifle is expected to do better.
It is all in the metal work - the guy who cuts the throat, squaring the action, lining the action up with the bore, the precision and uniformity of the barrel. This is the essence and not the cosmetics that impress us that we generally can see with the naked eye.
