You would probably be overpaying for the action if you bought a whole kimber rifle and scrapped everything but the action. Ruger customs don't seem to retain as much value compared to winchester or mauser actioned rifles. Also, it appears that aftermarket parts are more readily available for m70s and 98s. I guess it depends on what you intend to do to customize the rifle.
