.243 win is 1.6340/1.630..Ok if i set the head space 243 AI to 1.630/1.626 and used 243win to fireform the ackley brass. this should work, RIGHT?

I only have one Ackley; a 22-250 I built myself on a VZ-24 action so I'm no expert but I did learn that the Ackley headspace wants to be about .002 - .004" shorter than the standard cartridge so you get a slight "crush" fit when you chamber the standard. This allows you to safely fire both your standard round and the fire-formed Ackley. I'm not verifying your dimensions but I think you're on the right track.

Pick up an AI go-guage. Your parent cartridge go guage is the no-go for the AI chamber.
