7STW----358 STA
I was curious if I replaced the expander to .358 in a 7 STW die if it could be used for the .358 STA. I know they are both based off the 8mm Rem case. Isn't the 7 STW just necked down to .284 and the .358 STA just necked out to .358 or is there another difference?

It won't work. Though if simply necking up 8mm cases to .358 is what you intend to accomplish then it will. The STA is an improved case. It has less body taper as well as a 35° shoulder. Whereas the 8mm and 7 STW have a 25° shoulder. The shoulder is also slightly moved foward and the shoulder diameter is increased over the parent case.

That should all fireform OK on the first firing, though. The bigger problem is not being able to re-size a case due to the 7 MM die. To say that you'll overwork the brass is putting it mildly.
