Mauser bolt handle

Mauser bolt handle
I know that the cocking cam surface at the rear of the bolt must be rehardened when a new bolt handle is welded on...

I was wondering, if the bolt is sent in with the receiver to be reheat treated after having the bolt handle replaced, can this step(rehardening the cam surface) be skipped?
