Best bet is watch on Craig's list. A basic single spindle is going to start at $1500-4000 new. Several here like skb and dpcd have built their own nice units. They can probably help you if you have the skill set to build it. Woodhunter found a nice double Northstar.

Unless you are going to make a bunch of stocks you would be probably better off to farm it out. Can't help on the laminated blanks. Be warned a laminated blank eats cutters for breakfast and they cut SLOW. coffee

Due to the shape of the stock it is hard to cut on a normal 4 axis machine. Most cutter work best when they are cutting along the top edge of the patter. Basically perpendicular to the surface. This pattern doesn't allow much of that. You spend a lot of time cutting along the edge. Doable but harder.
