What is the best steel to use to make a bolt handle for a left hand M 70?

I also need to make the threaded section for the bolt sleeve. What tray of steel should I use?

I'd use 12L14 for the handle. I don't know about the shroud.

I use 4140 it welds better and takes a nice finish

4140 gets brittle when welded. Step down to a steel with .3% or less for best results. 12L14, I'd not choose for an application that will be welded.

Which is why Brownells bolt handles are 4130. Do not use leaded stock, nor 4140. Bolt handles can be made from low carbon cold rolled steel. Carbon is not your friend when welding.
