Yes, but the cutting tool in the boring head is a boring bar.

Boring bar held in a boring head, which is mounted in a vertical milling attachment. Looks like the guy is using a three in one machine: Combination of lathe, vertical mill head, drill press.

Or he could just chuck the bar up in a collet in a vertical spindle. Lots of ways to skin the Cougar. Similar to the setup below:




He is using 5C collets in the lathe spindle, similar to mine below:



I would have slotted the screw in my small horizontal mill using a slitting saw. Set up with
the 5C collet holder/indexer, instead of the V Block setup below.

I did not watch all of the video, but he has a lot of free time on his hands. A hell of an amount of work for a silly screwdriver!

Those videos are immensely popular on youtube, and generate huge incomes for some of the people making them. It's not about the screwdriver, it's about the entertainment value of watching the video and getting paid for the three commercials imbedded in it.

Sorry. No clue about fixtures alike a boring bar. I enjoyed all of the video. Thanks for that. Taking a POS and making it fresh never gets old. To each his own though. Probably a total bore to those of you who have lots of hours on a mill.
