When I tightened down the front two screws, the base had .040 clearance between it and the rear of the rifle.
So I would have to shim it or bend the base, neither of which was high on my list.
The Base WAS NOT bent, I checked that.
So I took the rifle to a local Winchester Warranty Station, he just said, "I'll order you a new rifle".
It is not the first one he has see that was screwed up.
I sure am glad I did not put on a two piece base or Weaver bases and then try and tighten down the scope. Would have bent it for. Then I would have realy been p----ed.

Make sure you contact USRAC and let them know you don't appreciate them letting that gun get through QC!

Shoot straight, shoot often, but by all means, use enough gun!
I will see them at the SHOT show, and will give them an ear full.
I just had the same thing happen last weekend to a NEW Remington 700 VS. I unfortunatly used the two piece base at first. Noticed that in order to zero at 100 tds it took up most of my elevation. I loosened the front ring with the scope and rear ring still attacked and it poped up .020 inch. Who did you contact about the gun??
