Pre-set torque wrench and bits?

Pre-set torque wrench and bits?
I'm about to begin taking my rifles apart for cleaning and maintenance, and was looking for a reliable wrench which can be pre-set to a specific torque to avoid over doing screws.

Also I would like a set of bits to go with that wrench, which has the most common sizes and types used in rifles and and scope mounts etc. Something that's quality but not very expensive would be the best. Appreciate any recommendations.
