The M70 Winchester is by far stiffer than the M700. Gunsmith's like the M700 better because it is a no brainer to work with. It is just a "pipe" which does not require special fixtures.
Between the these two actions the M70 Classic would be the best action from a stiffness standpoint; therefore, accuracy.

Take a good look at both receivers. Remington is a simple tube. Recoil lug adds nothing to action stiffness or strength. Marine Corps now welds that lug to the action.
The Model 70 can be viewed as a tube with an integral tecoil lug and flat bottom. Much stiffer.

To more accurately answer your question I measured a M700 LA and a M70 Classic LA and calculated their repsective Area Moments of Inertia.
Remington @ Receiver Ring = 0.1003 in ^4
Winchester @ Receiver Ring = 0.1456 in^4
The Winchester is about 45% stiffer than the Remington. The same is true at through the magazine mortise/ejection port. The difference there is that the Winchester is only about 37% stiffer than the Remington.
