You may just try a new (stronger) ejector spring. Also, check to make sure the ejector, which is plunger style on PF 70s, is not gunked up with brass shavings or powder residue, both can reduce its function. Good luck.
BTW, this would be a very cheap first thing to try...

It sounds as though the ejector may not be protruding enough. What happens is that as you move the bolt rearward the round or shell exits the chamber and runs along the side of the receiver until it reaches the ejection port. At this point the ejector forces it out. If the ejector is on the short side with a spent shell there is nothing left of the ejector stroke and the case will not eject. The ejector should be just about flush with the bolt. If it isn't, it can be disassembled and the slot for the retaining pin can be filed back a little. This will give it a little more protrusion.
