What's a "universal receiver"?

Lyman Manual uses a lot of loads in a "universal receiver" for velocity tests. What does a universal receiver look like?

Universal receiver is a rifle action set up much like a Savage 110 (easily adjustable headspace adjustments), to take a wide variety of pressure barrels for testing.
