Restocking a Ruger no.1 .450-400
Is there any affordable way to do this without doing the work myself? Plain straight grain walnut with basic checkering.

Also, is there any easy rear sight options to replace the factory flip down one? If not, what should I expect to pay to have the dovetail enlarged and say an NECG fixed express sight? I would still like to able to mount a scope.

Cutting dovetails will cost you 50 bucks.

People try and save big $$. Problem is the LABOR for fitting, finish, and checkering is basically the same with a $10 blank and $500 one.

Does Boyd's even do a No1?

No they don't. Ruger #1s have to be hand fitted. As Ram said, it costs $ and whilst "drop in" stocks sort of work on bolt actions (if you don't want a tight fit), the concept doesn't work on single shots.
