Chambering a target rifle
What is the difference from a target reamer used on a target rifle and one used to chamber a hunting rifle?

There is no one answer to this.

There are different types of "target" rifles and different approaches to chamber design.

Benchrest
1. The chamber body is usually designed to be on the tight side to provide a very close fit to the ammo.
2. The neck may be too small to chamber standard ammo. It may require turning of the case necks. This provides better guidance for the bullet.
3. The lead in angle and throat diamters may be specifically designed for better accuracy.

For an autoloader the chamber may not be much different than the standard design.

For a .22 LR rimfire the throat may be shorter so that the bullet engages the rifling when chambered.

For a BPCR the throat and leade angle may be of special design for lead bullets.

So a bench target rifle may not chamber SAAMI standard ammo or if it does it will be tight?

Very few, if any, real BR rifles will chamber SAAMI ammunition.
